Resting is used to heal in a safe place without the need to use stimpaks, buffout, healing consumables or healing perks/implants. One is unable to rest if there are enemies nearby, or when the area is exposed to radiation. (GM DISCRETION)
Sleeping in a bed for any length of time will restore some health and heal limb injuries, but will not get rid of radiation buildup.
Alternatively, it is possible to wait in a certain location for however long is desired. Unlike sleeping, there is no benefit to this other than advancing the clock. It will not restore any health (unless one has the Solar Powered perk and are standing in the sun) and all the drawbacks still apply. It mainly serves the purpose of moving forward in time to a point where certain events will trigger, such as the open hours of a shop.

Sleep Deprivation:
Your sleep meter is scaled from 0-1000. As sleep deprivation worsens, stats will be negatively impacted, starting with Agility.
Each hour of sleep will reduce the sleep meter by -58. Each hour of being awake adds +13.
Minor Sleep Deprivation, 27 hours awake, 200-399: AGI, -1 STR, -1 END -1
Advanced Sleep Deprivation, 40 hours awake, 400-599: AGI -2, STR -2, END -2. INT -1
Critical Sleep Deprivation, 55 hours awake, 600-799: Agility -3, Strength -4, Endurance -3, Intelligence -3. Can't Sprint.
Deadly Sleep Deprivation, 69 hours awake, 800-999: Agility -4, Strength -6, Endurance -4, Intelligence -3. Can't Run.
Advanced Sleep Deprivation, 40 hours awake, 400-599: AGI -2, STR -2, END -2. INT -1
Critical Sleep Deprivation, 55 hours awake, 600-799: Agility -3, Strength -4, Endurance -3, Intelligence -3. Can't Sprint.
