Melee Techniques
The AP cost of a Melee Special Move is the same as the Targeted Attack AP Cost of the weapon. Except for Counter Attack, because it’ll cost one AP higher than that because you’re trying to get a free hit when it’s not your turn. Count the penalties and bonuses for special moves that are targeted towards a specific part of the body. A Dual Wield attack is considered a Special Move.
