Lucy is small, with striking red hair tied up in two plaits. She is undeveloped in form and lightly freckled. She has a cuteness to her that is unusual in the Wasteland, and promises to be a very attractive woman one day.
Over her bulletproof vest she wears a uniform consisting of a drab khaki dress, a yellow bow tie and a sash with sewn-on badges for awards she has won. A number is sewn on the upper part of the front of the sash denoting her troop number. She wears a utility belt of brown leather, a green scout's beret, and a pair of thick glasses.
Character Background:
Vault 6 was designed with the intention of testing the possibility of eugenics. It was populated with the most intelligent, athletic and attractive people available. Each couple was tested for maximum genetic compatibility to make babies that would draw closer to perfection. Using genetic screening fetuses that did not meet their strict criteria, sometimes, as in the case of Lucy, extending to kill a child after it was born.
Lucy was born with unanticipated ginger hair, a point in the "undesirable genetic traits" column. Usually a single point was acceptable at her age however when she was 6 years old her teacher in school noticed her squinting in class. Her eyes were tested and it was discovered she had nearsightedness that would require eyeglass to fix. This was a second point and eliminated her from the criteria to be allowed and despite her young age the overseer demanded she be exiled from the vault or "terminated." Her parents pleaded to be allowed to leave with her but that was not permitted. So alone, with just a few days rations and a standard issue pistol (which she sold after firing it once and it hurt her arm), she was sent out. They didn't even give her a Pip Boy!
Lost, terrified, and hungry, Lucy stumbled into a town where she encountered other children. These were girls in matching uniforms. They fed her and took her to their "hall" where they told her about themselves. They were the Revised Girl Scouts of America, a group of young girls (and their mothers) who dedicated themselves to helping make the world better by doing good things and helping others. The scouts supported themselves and their efforts through selling boxes of cookies that came from a factory their founder restored. Also from the same factory came the pretty uniforms they wore. None of them knew how the robots made the things or what they made them from though...
Lucy joined them and grew into an intelligent 10 year old with a knack for lasers and robotics. The troop leader approached her with a mission to travel with a band of girls to a town outside their reach and establish a troop there: New Reno. Lucy jumped at what she thought would be a grand adventure.
A few weeks later she was the only survivor.
